Let's say Shenlong wants to move a lot to do some random scheme. If he declares a charge for the 5'' push can he declare after that falling rave kick to discard a chi and move another 6'' even if there's no one to target after the cost has been paid? So is it possible to declare a or a against no target? thanks! ps: Nevermind I've found the answer page 23 of the rules! paying cost is Step 2 and targeting is step 3.
