To do this, each player chooses six Stratagems that their Allegiance can purchase and places them near their play area; these cards make up that player's Stratagem Deck. Each Stratagem can only be selected once. That's in Hire Your Company. The description back in Stratagem Cards doesn't include all the details, so it's easy to overlook.
