FAQ complication for Tide Caller asset

According to the FAQ

16. When an Action has a range with a :ToS-Pulse:, does the Acting player flip one card and every valid target in range flip against it or does the Acting player make perform a duel against each target individually?
a. The Acting player must perform a duel against each target individually.

 

On the Tide Caller card, the ☄️ Incoming Tide action has a range of :ToS-Pulse: and a trigger.

Quote

Incoming Tide (6 v Sp | :ToS-Pulse:6"): All enemy Fireteams are moved 3" directly toward this Fireteam.
:ToS-Mask: Tidal Wave: Immediately increase the move distance by 2".

 

An enemy Squad is positioned clustered around the 6" range.  Fireteam A and Fireteam B are within 6", Fireteam C is outside of range.  So according to the FAQ, Horomatongi performs separate duels against Fireteam A and Fireteam B.  The duel vs. A is successful without any triggers.  The duel vs. B is also successful and gets the mask trigger.

So Fireteam A will move 3" due to the result of its duel.  And Fireteam B will move 5" due to the result of its duel.

Fireteam C is out of range, so no duel for it.  But Fireteams and Moving says that it will be subject to the movement:

If the Fireteam is part of a Squad, every other Fireteam in the Squad moves as well, but only up to half the maximum distance allowed by the Action or Ability.

A's duel says C would move half of 3", B's duel says C would move half of 5".

How far does Fireteam C move?

So to sum it up:

A loses duel, has to move 3"

B loses duel, has to move 5"

C succeeds or is out of range

Since they're all in a Squad, if I'm understanding the rules right, A failing means B and C have to move 1.5", and B failing means A and C have to move 2.5".  So in total, A moves 5.5", B moves 6.5", and C moves 4"

Note that this result has B being able to move 6.5” directly towards a fireteam 6” or less from it.  😕  

The Squad Magnet effect prevents me from thinking this is supposed to work that way.
