Can a unit Reinforce with no reinforce token?

Hey, 

Can you Reinforce a unit with no reinforcement token? (adding two models is conditioned on discarding a token, but the "attempt" to discard the token seems to be an effect of the unit Reinforcing and i cant find anything about this requiring the unit to have a token). This would of-course be irrelevant for most units since adding 0 models is rather pointless, but units with Reserves X would essentially regenerate a few models each turn even with no token (0+x). All the units with the reserves rule seem really weak so it seems entirely plausible that this is the intent, however it could have been written much more clearly.

I do not think you're going to be happy with the style in which the rules have been written.  :( 

In order to get models back when you Reinforce, you need to discard a Reinforcement token.  You're only allowed to discard the one token, not multiple tokens.  If the unit that Reinforces has the Reserves(X) rule, when it discards that token it gets back X more models.

Part of the reason for the disconnect, as far as I can tell, is the mutual annihilation mechanism where Pinned Tokens and Reinforcement Tokens cancel each other out.  There are effects that give out Reinforcement tokens and then say that the unit reinforces.  If the unit had Pinned tokens, one of them cancels out the Reinforcement Token and the unit ends up not being able to regain any models.

That formulation of reinforce is exactly why one may argue a unit may reinforce without a token. "WHEN a unit Reinforces..." is a rather strong implication that Reinforce has to have already happened in order for the rest of the sentence to apply. This sentence does not condition reinforce to having a token.
