Starting hand

When you start the game there is no concept of a starting control hand?

I appears to me that you can only get cards by spending tactics tokens.

so during the start phase , in the draw cards step, you can buy some cards.

 

Is this the correct interpretation?

Yep. You basically have to allocate your resources at the start of the turn, do you want Stratagems or cards? Do you want to save some Tactics tokens? My primary opponent in Cult has taken to purchasing The Burning Man Descends, a 4 cost stratagem, on the first turn of every game. Having no cards is pretty dangerous if you don't have initiative though.

Cool. Yes no cards make it hard to cheat fate. I guess you can burn a token to draw if you need to.
