Small doubt: tied initiative flip how many reflip?

Question

i knew these phases:

1. Flip Initiative

1.5 III Omens (only before a player spends a soulstone for reflip)

2. Use soulstones

3. Determine first player

 

if both players choose to use III omens (without spending soulstone) and both cheats from their hands the same cards, is there another reflip or this works as a duel? 

if second flip is tied, and only one player could use III omens, decision to use this ability is taken as same time with other player flip?

sorry for confusion, but i read divergent views..

@TeddyBear is asking what happens if both crews have Ill Omens and both cheat the same card, i.e.

  • player A flips a 7, player B flips a 10.
  • player A cheats a 13
  • player B cheats a 13

My view is that you would reflip initiative as if it was a tie, however I don't think you would get to use Ill Omens again but could still stone.

If non-Ill Omen player flips a red joker, or Ill Omen player flips a black joker, Ill Omen player will be unable to cheat due to joker rules.
