Machine Puppet: Quote Target friendly Construct takes a (1) Action which cannot declare any Triggers. With the Conflux of Amalgamation, the Brutal Emissary gains the Construct characteristic. Otherwise it won't work. Note that Machine Puppet doesn't place any restrictions on the (1) such as needing to be printed on any particular card. So it's whatever (1) AP actions the model can perform, including the ones granted by Tyranny of Order.

0 Brassfist
So...Hoffman can Machine Puppet actions from non-constructs by having the Emmisary bury them, then Machine Puppet-ing the Emmisary to do a 1 action??? Awesome.

Is Hoffman the acting model during the action, or is it the Emmisary?

Is Hoffman the acting model during the action, or is it the Emmisary? The answer to your second questions "Yes, they both are, but for different actions." But, the distinction you're looking for is this one: Hoffman declares Machine Puppet, specifies that the Brutal Emissary is the target, and spends his 1AP. For the entire duration of this action, Hoffman is the acting model for Machine Puppet. Then the Brutal Emissary declares a (1) Action selected and controlled by the Hoffman player, and for whatever that action is the Brutal Emissary is the acting model. Officially, the two actions overlap in time and duration, but Hoffman is not the active model for the action that the Brutal Emissary (or any other Machine Puppet target) is performing. So if someone asks "Which one is the active model?" you have to ask "The active model for which action?"
