core with fluff, road, and first 3 masters for each faction

mini rule book which has all the game rules other than campaign rules.

crossroad with fluff and the rest of the masters, this takes all faction up to 7 masters.

shifting loyalty with campaign rules, new models and avatar rules which are used in campaign.

If you are interested in the Rules and Rules only, you can buy the Rules Manual with is the cheapest

If you want fluff and stats of every Wave 1 (*) miniatures of every faction you can buy the Core Rulebook

Crossroads don't introduce new rules, but lots of fluff and all the stats from Wave 2 (**) miniatures of every faction

Shifting Loyalites comes again with fluff and Wave 3 (***) stats for every miniature.

If I gather correclty, Core Rulebook and Shifting Loyalites offer campain play, but if my memory serves right, the rules manual has the campaing play from the core rulebook, but don't quote me on that.

In addition Crossroads + Shifting Loyalities has additional Story Encounters to play to spice things up :).

Yes to the shifting loyalty and crossroad being expansion. It is the grand book method so like warmaching. The next one that will be out for advance ordering around gen con next year.

If you can not find the arsenal deck then they may not be selling them now that they are over two years in to this new edition, though there are now a print on demand card thing.

The models still come with the cards for them.

Hey, Some of this might have been covered, but I'll jump in since I'm a Henchman in the MS area.

Core Book. Also know as the wave 1 book, and BRB: This book has all the rules for the basic game, as well as the first wave of models that were released for M2E. So 3 masters per faction, and a lot of the core baseline models for each faction. It also has fluff.

Rules Manual: This is a small book and inexpensive. It, like the core book, contains all the rules to play the game. However it contains no fluff, and no rules for individual models. Just the base rules for the game.

Crossroads: This book contains all the rules for the Second wave of models for M2E. So the rest of all the faction's masters are released in this book, as well as the rest of the original models from the 1st edition, and a few extras that were added during that wave of testing. The book also contains a new Story encounter that is playable with both player's permission, themed on every master in this book, with the exception of Molly and Kirai as they shared a story and so share that story encounter. As an aside Story encounters are fun and thematic variations on how to play the game, but the strategies they present while fun, are not competitively balanced if that is important to your group, but they can be a balst to play. This book also contains fluff.

Shifting Loyalties: This is the book that was just released last Gen Con. This book contains all the rules for a Narrative Campaign system to play with. The Campaign system, like the Story encounters, are not competitively balanced, but again it provides you with another way to play the game and have your models advance and be injured in a linked series of games. This book also contains the rules for the Third wave of models for each faction. These are models that are all completely new to the game, as none of them existed in 1st edition. All the new models are totally legal for all versions of Malifaux.

As a note. Aside from the general faction upgrades which can be acquired through the general upgrades deck, you don't actually need the Big Rule Books to play, just the rules manual, as any models you purchase will come with their own cards and individual rules. But if you want to read the fluff, and have a quick reference to what any particular model in the game does, or to look over for future purchase decisions, then they are handy. 

 

The Arsenal Decks were intended as bridges for those players who had models from 1st edition, but needed new cards. You can still get individual cards if needed through a Print On Demand service through Wargames Vault. Some places still have stock of the arsenal decks as well. The general faction upgrades are available through the general upgrade deck, which shouldn't be going out of print as far as I know.
