Ca actions out of engagement

Ca actions can be taken against models engaged 10” away (for example), with no randomization, correct?

 

What if the casting model herself, is engaged with model X but wants to target model Y who is not engaged, can she target model Y with a Ca action? (For instance Collodi or Nicodem could be the Casting model.)

Unless it has the  symbol on its Rg stat, you can cast into or out of engagement as much as you want with no penalties of any kind.

Whether an action is a Ml / Sh or Ca doesn't affect whether you randomize, the presence of the pistol icon does.

Yes for both, As long as the Ca action does not have a Rg
