Can Ramos have more than one Electric Creation in play at a time if you take the Upgrade card that allows him to summon them?

Yes.  The only thing that determines how many of a model you can have in a crew is the Rare characteristic, which the Electrical Creation does not have.

He is allowed to have more then one in play at the same time the biggest things to keep in mind is that if you hire them there Half-Life ability will keep them from being a useful model to start out on the board at the beginning of the game and that just seems like a  waste of stones to me and the casting is a 0 action so you can only pull out one a turn. so your not looking to pull out an army of them. but you can potentially get a few out and they can make great little pieces to throw up against High Df melee models that your have a hard time getting any damage too

For sure. I was just thinking of picking up a second. There have been times where the best thing Ramos had to do was summon an EC but there was already one on the board.

I would add that technically taking some EC's would be a fast way to get some scrap counters on the board to summon other things but honestly I never really consider them because if that was what I wanted I can get a regular spider for the same cost in stones but I suppose I could figure a way to make that a really useful turn.

While you can, you probably shouldn't. They compete with spider summoning for the high tomes. 

If you're unsure what to do, a typical ramos turn is walk,  arching screen, summon spiders. Or arching screen, arching screen, summon spiders. 

For early scrap hire a mechanical toolkit, double walk it to 8" in front of joss, have joss charge and cut it in half for 2 scrap

Some of actually like using the mobile toolkit for its abilities though so using an electrical creation for starting scrap isn't necessarily a bad move.  Giving out  for damage can be helpful and the late game pulse for 4 or 5 damage can be fun.

Sometimes the creation is amazing. Models like Perdita/Pandora really hate them thanks to the unavoidable damage they do. 

The can make a decent first scrap marker for hire, because they can walk twice, and then Ramos can Magnitise to them, gettign him the forward motion as well as the early scrap. Nothing else gets killed that efficiently by Ramos. It does only net you 1 scrap, but that fuels the first turn summon.

I prefer then to the toolkit because I get the option to use magnetism if I absolutely need the extra movement over a second scrap marker. 

I also tend to play Ramos more aggressively than most. Electrical fire is a solid use of AP
