Must vs May not?

I don't have the exact wording to hand, but if it's like Gremlin "must declare" clauses, it reads "must declare a trigger if able" and it's not able because of Make a New Entry disallowing it.

Otherwise, Make a New Entry is more specific (this one cast of it can't declare triggers) imo, so with specific trumps general, you can't declare a trigger.

Hannah uses "Make a new entry" to "Charge up" via a Strongarm Suit. Charge up MUST declare a trigger, while Make a New Entry MAY NOT declare a trigger. Which trumps?

What version of Charge Up are you reading?  The version in the PDF I got from Drive Thru RPG says:

(0) Charge Up: This model gains one of the following Conditions until the end of the Turn:

Polarized Shielding: Models that damage this model with an Ml Attack Action suffer 1 damage after resolving the current Action.

Charged Fists: This model's Ml Attack Actions deal +1 damage.

Bright Aether: This model gains +2 Sh.

Those aren't triggers, those are straight out choices unrestricted by cards.

Yeah, looked it up again and it is as you say. I must be mixing it up with something else.
