Question

Quick question on Pandora's use of WP in place of defense.  When she is attacked with a regular attack, and she elects to use her WP, and she wins the duel...does she get to do her free move for 'winning a WP duel"...even though the attack was not designated on the card as Resist: WP?

As Malekhant said, Yes.

 

The different tests in the game are based off of what stat you use to attack/defend. So someone shooting (SH attack) at Pandora would be performing a Sh duel while she is performing a WP duel (and can push if she wins). If Pandora was casting at someone (all of her attacks are defended by WP for the most part) she would be performing a CA duel (so no push) while the defender would be performing a WP duel (and potentially suffer 1 extra damage if they lose and are within 6" of her). 

This becomes especially potent when Pandora uses Incite, her 0AP ability, as it's a WP vs WP duel. So if she wins not only does she get her push for winning but can potentially, if within 6" of the target, cause an extra point of damage on top of the condition she places. If she gets the trigger on Incite, then she can do it again, potentially for a second push. It makes her a bit faster than some opponents expect if she's pushing straight at them.

Another thing, it was in the FAQ as well, but if ever you attack her with someone, like Bishop, who can force the defender to use Df or Wp, of Bishop's choice, then Pandora can STILL override it and use Wp (and then push 4" if she wins). She is a mean woman, and was my first Master in the game (still one of my favorites). :D
