In outcasts I believe Tara would be it, two activations and summoning. Also none of the other masters really get any added bonus to being the leader besides the Viktoria’s, but Tara’s is better in my opinion

Captain Zipp Earl Burns Manchu Roja The First Mate Iron Skeeter Bayou Smuggler Wrastler Ronin I figured the ronin and the wrastler would work the strategy while captain zipp disrupted the opponents lodestone model. As for schemes I would go with breakthrough and take prisoner or assassinate depending on the master.
