Still trying to understand how Vs does his upgrade action, can he choose any (outcast) upgrade available to his crew and put it on them for free (even if the upgrade costs say 2)? So if Lazarus is nearby and has no upgrade attached, then Vs can give him rocket boots (assuming less than 2 copies are already used by the crew)? Or is there something else needed?
