Does Lilliths Tangled Shadows attack have to target enemy models? Can it target a friendly model and essentially switch models?

So just to clarify: Her cost is 0 only when hiring. Otherwise, it is 15.

First game of M3e today (opponents first as well) with my Perdita crew. Is she able to affect other models with A Por El? She is the leader, therefore she has a cost of 0 but on her card she is a cost 15. We were wondering if we go off the 0 cost or the 15 cost.
