Built-in Suit with no Trigger

Okay, that's honestly what I figured. I was just worried I was playing wrong and there was some other added bonus from what suit it has. (Recently been super worried about rule mix ups because I've been playing a Ressers crew without knowing the rule that models drop corpse markers when killed >.<) -
So I was looking at the new Ferdinand Vogel Card and one of his Attack Actions "Censure" has a built in tome, yet neither trigger requires any suit at all. I've seen this before on other cards, is there any reason that something might have a built in suit but nothing to trigger from it?
