This talent states that it removes a suit from the attackers spell. Does this mean that non fated cannot cast spells against a fated with this talent? In general how does a non fated spell attack sequence work?

Looking to buy a set of this terrain but can't find any online. If anyone has a set they'd like to sell or know where I can pick up a set I'd appreciate it.
