Rules manual says that counters may be discarded if carried by the model or lying on the table, but not if carried by another model, but the range is not indicated. Does this mean that lying counters may be used from anywhere on the table, unless the ability says otherwise (like Ramos' create spider which is 6")? Thanks in advance and sorry for the stupid question!

What about slow? Do Harpoon Expert strikes cause slow?

1) Is it possible to focus (1) Harpoon Expert strike? Resulting in a 8" shot with -2 cb but + on attack and damage. 2) Will a target recieves Slow, when hit by (1) Harpoon Expert strike? Thanks.
