Restraining Order, Challenge, and Terrifying

Question

I don't think I'm likely to ever have all three of these things happening at once anytime soon but I'd like to see if I've got the order straight.

If there is a living enemy that is in the area of Ironside's Challenge Aura and has the Restraining Order condition from Ferdinand Vogel that tries to attack Howard Langston, I think the following order of operations occurs:

1. Discard a card to be able to declare an attack action.
2. Pass a Wp duel to be able to target a model other than Ironsides.
3. Perform a Horror duel after targeting Howard.

It seems like Restraining Order is definitely going to come first but I'm not sure if I've got the other ones straight.

Restraining Order and Challenge would have the same timing, because when you declare an action you are declaring all variables of said action as well. You don't declare an action and then choose the target, you declare an action targeting a model.

The wording on Restraining Order is:

”This model may not declare Attack Actions without first discarding a card”.

Seems to me that until you discard you can’t even declare the action.

Ah, yeah, I assumed the wording was more along the lines of discarding a card after it gets declared or the action fails.
