Id give Desperate mercs reckless but take the disguised and soulstone refund ability. Or remove their soulstone refund ability and lower their cost to 3SS.

Up Amas MI to 6 and give her some built in suits.

Give Guilty a form of healing. Regenerate or maybe sth weird like getting damage from your own crew heals instead of damage. "Because their guilty and enjoy the punishment they feel they deserve :P" or sweet taste of failure. 

Add an upgrade for specialist to add +1 walk and rapid fire.

Taelor let her ignore models and terrain when charging. And change her welcome to malifaux to an allways active ability or the condition to at least "Until this models next activation". If its too powerfull, let her ditch a card to charge.Iam allways hearing how good taelor is and fielded her a few times against summoners. But either you activate her 2 early and her charge lane gets blocked by one little mindless zombie or rat or your activate her 2 late and the summoning allready happened. And for a 10SS beater she just doesnt have enough Attacks to compete with our other beaters in my opinion. This would increase her strenght in her anti summon niche.

Oh and i'd lower Prides cost to 7 maybe and give him one more ability to survive. Regeneration 1, let him keep his manipulative, discard card to reduce damage by 1 or heal 1 when opponent cheats. He feels kinda same like monty did back then. "Hi, i'm mister tarpit to be supposed to be thrown in the middle of it but i die to a soft breeze of wind" because for 8 points ill throw in Nix as my card eating tarpit. Even outside of hamelins crew.

Fears given form seemed to me balanced bevause it forced your opponent to deploy differently if he didnt wish to screw his activation order. Its thousand faces that lets you switch into Fears given form once your in position that i think boosted it a bit over the top.

Buff Hans. It's cool model but too card-hungry. Maybe change his cost to 6 or 7 OR/AND remove card discarding to declare suit, and make him like Bishop - just say the suit and get it)

And maybe transfer content from his 0-upgrade to his card, that he can take Scout of the field

Yeah, if he could just declare a suit like bishop and had +1 walk he would be more viable besides his turn 1 scout the field one-shot you have to make worth the 9SS you paid for it >.<

Agree. And he has sense if it not much terrain on table, and you have angry beater on the center engaging with few enemies

freikorpsmann-  build 
:tome in ml attack and :mask in sh 
bishop   +1 rg  :melee 

Taelor:   1 option: change hard to wound in impasible to wound 
               2 option give her +1 df and  0 action discard a card to heal 1/2/3
               3 change her 0 "Until this models next activation" and give her personal upgrade 1ss "good lady" wenn this model atack  model onther that declared faction this model can add any suit to the action's final duel.
Student of Conflict: drop mercenary and Insignificant 
Malifaux chaild +1 ss

Firekorps Specialist:  Ad 0 action discrad a card to push this model 4 in any direction.

Ronin 1option: add Sister characteristic
            2option +1Df, ML and SH 

survivalist: cut :+fate to heal or +1ss

tally sheet: add after damaging an enemy model with an attack action this model heal 1 damage.

My suggestions sorted by book:

Core Book:

Von Schill

  • Increase his cache to 3-4.
  • Paid in Blood: Either give him another ability/action on this card (probably 0 action would be best) or drop cost to 1 Soulstone
  • Spoils of War should work on non-master Freikorps models, maybe increase cost up to 2

Steam Trunk

  • It should have Freikorps Characteristic
  • Give it Accomplice, so he could move to good spot and then chain activate another model who could use his (0) actions

Tara

  • Increase Sh on her pistol to 6
  • Give her a crow on her sword, so it would require only card or a soulstone to use Sympathetic Echoes trigger
  • Drop the TN on Whispers from Darkness (Eternal Journey upgrade) from 13 down to 10-11.
  • Voiceless Words require complete redesign.

Karina

  • Give her Soulstone User (like Soulstone Miners have)
  • Change Shattered Memories to "another living model is killed by enemy model within 4" of this model, this model may discard card with value 12 or more. If it does, summon a Death Marshal within 4" of this model. The summoned Death Marshal permanently exchanges the Living characteristic for the Undead characteristic."
  • Increase CA of Energies of the Void up to 6.
  • Change Long Forgotten Magics to be 0 cost upgrade with text: When another model within :aura8 would be killed or sacrificed, this model may choose to count as having killed it for Strategy and Scheme purposes."

Misaki:

  • Give Terracotta Warriors Last Blossom Characteristic, so she would be able to take them with her
  • I suggest to redesign both Cutpurse and Untouchable in similar way how McMourning has Moonlighting and On The Clock - one specific upgrade for Thunders, one for Outcasts.

Hannah

  • Increase her Cg up to 6-7

Taelor

  • Welcome to Malifaux! should last until this model next activation and have a requirement of discarding a card to work.
  • Increase her wk to 5

Student of Conflict

  • Give her accomplice
  • Remove Insignificant
  • Assist should be (1) AP action that could be used only once per turn

Convict Gunslingers

  • Give them Bandit characteristic
  • Increase their Wk by 1

Freikorps Specialist

  • Increase his walk by 1
  • Give him Retreat to Cover, like trapper has, or give him Reference the Field Guide

Freikorpsmann

  • Either increase his damage on knife to 2/3/4 or give him something like this: "Well-oiled machine: Whenever this model ends his activation, friendly Freikorps model in play may activate as chain activation. Whenever friendly freikorps model in play ends his activation, this model may activate as chain activation".

Hans

  • He is too weak right now, even with his Advanced Sight upgrade. One of the reason is fact, that his triggers are very weak for cost 8 soulstone model
  • On :ram he could have critical strike, or Precision. Headshot would also be a nice option
  • On :crowhe should give slow without discarding a card. Either this, or I said above, give him headshot.
  • On :tome he should have Piercing (like Gunsmiths/Dead Outlaws)
  • On :mask he could push friendly model engaged with a target for small distance.
  • Give him an ability, that his actions may not be taken by other models - as I wrote in Neverborn thread, Changelings copying Trapper's attack are ridiculously good, and Hans is another candidate to be constantly used with these models
  • Give him bulletproof +1 or even +2 - he dies to one severe damage flip caused by other snipers. 

General Upgrades

  • Traveler's Stone is really bad, like all stones, so it requires complete overhaul.
  • Tally Sheet is very weak right now - it could cause draw 2 cards and discard one instead of drawing one

Crossroads:

Jack Daw

  • Increase his Df to 5. Right now it's too easy to receive :+fate to an attack, that his main defense is not as powerful as it was when he was released.
  • Daw's Luck should allow him to take all 3 curses without counting them towards his upgrade limit.
  • Betrayer - it is very weak upgrade right now. Maybe instead of Terryfying(Tormented) it could give him something like this: "Sins of our past: Whenever enemy model within :aura6 declares Penance action, it must  must succeed on a TN 12 Wp duel or the action immediately fails"

Lady Ligeia

  • Increase her Wd up to 5-6 - after all, she wants to be close to enemies and she is too fragile right now.

Hamelin

  • Drop his Wd down to 10 - he is backline master who has more survivability than few frontline masters.
  • Sick in Bed trigger on Pipes (the Pague upgrade) is useless - if you want to stop enemy from interacting, if said enemy has 4 or more Blight, it's probably a better idea to kill him with Bleeding Disease than to giving him this condition. Maybe change it for something similar to Contagious Touch (Tools of the Tyrant upgrade) ?
  • Speaking of Tools of the Tyrant - it requires complete redesign. I understand that this is melee upgrade, but both aura and triggers are not very powerful. Maybe even change it to limited to be an alternative to Piper gameplay?

Leveticus

  • From Ash is among worst upgrades in game, maybe change it to summon Abominations from either Scrap or Corpse and drop card requirement from 11:crow down to 7, and maybe make it only once per turn.

Nix

  • Reduce cost of Hollow upgrade to 1
  • Maybe increase his cost up to 9 and give him 1-2 more wounds

Montresor

  • Comfort in Fear should be (0) action. 
  • Increase his WP up to 5-6
  • Maybe change his Terryfying from Living to All

Guilty

  • Give them Regeneration +1 or healing whenever nearby model suffers damage.

Obedient Wretch

  • Stink of Death should be once per turn trigger (or once per activation).

Rat King

  • Rat Problem should be (2) AP Action, same as Inevitable fate is.

Ashes And Dust

  • Reduce his DF and WP down to 5 - he is too good right now.

Freikorps Librarian

  • Increase her CA on Healing energy to 7-8

Freikorps Trapper

  • Give him an ability, that his actions may not be taken by other models - as I wrote in Neverborn thread, Changelings copying his attack are ridiculously good.

Lazarus

  • Remove Hate the Maker, or change it - Guild must pay additional 2 Soulstones instead of normal 1 if they want him as mercenary.
  • Remove :ram from his Grenade Launcher. 
  • Give him a trigger on Launcher ":ram Powerful Explosion: After succeeding, all Blast Markers placed as a result of this Action deal +1 damage."

Ama no Zako

  • Increase her Ml to 6
  • Give her Adaptive (like Bishop has)

Vanessa

  • Increase her Ml on the sword up to 6
  • Ley Stone Unleashed should be (1) AP action that can be taken only once per turn.

General Upgrades

  • It would be nice if Marlene could purchase Desolate Soul like Levi or Alyce can. Same goes for From the Aether (Rusty Alyce upgrade).

Shifting Loyalties

Hodgepodge Emissary

  • In my opinion this is weakest Emissary. He needs solid buff
  • His Damage track is too low for 10 Soulstone model - 3/3/4 would be good
  • Something In My Pack should have it's TN dropped by 1-2
  • The Placing Together is too weak right now. It could work that you may push any one friendly model in play up to 4" and then place a scheme marker in base contact with it. It's still weak, but better than current version.
  • Conflux of Nothingness - Into the Maw should have :tome built-in.
  • Conflux of Plague - Give Emissary Taint trigger on his attack and change (0) for something like push towards enemy with Blighted condition.
  • Conflux of Conflict - Increase :aura from 4 up to 6
  • Conflux of the Damned - The Traveler's curse should work on succeeding instead on damaging.

Pride

  • Reduce his cost (an all Crossroads Seven members) down to 7

The Winged Plague

  • The Wounds Fester should be (0) AP action.

Ripples of Fate

Parker Barrows

  • Give him Instinctual, and remove Changing Plans trigger on his actions.
  • Empty the Chambers trigger on Six-Shooters - Parker should discard upgrades after flipping for damage, but before any reduction and prevention flips are made.
  • Drop the TN of The Job's Not Done Yet! down to 11.
  • Give him (0) Action: "Useless Equipment: This model may discard one upgrade attached to it. If it does, draw a card."
  • His upgrades are very, very weak. They need some solid buffs, and here are my suggestions
     
  • Black Market and Highwayman upgrades - Parker doesn't have to discard any of these upgrades or Soulstone when he targets non-bandit with this action.
  • Highwayman - It could receive trigger that helps target in some way - maybe either it could give Focus +1 before model takes an action, ar cause model to ignore randomization OR cover when using :ranged action
  • Black market - Trigger to allow target to perform interact while engaged OR push before taking interact action
  • Crate of Dynamite upgrade - Give model with this upgrade attached following Ability "Stick of Dynamite: Once per turn, after this model completes a Walk Action, it may place a Blast Marker within 1". Every model touching the Marker must pass a TN 12 Df duel or suffer 2 damage."
  • Hail of Bullets - I'm not a fan of this upgrade - the hazardous terrain is nice, but from my experience enemy just charges through it. If it would place only single marker which works like Mysterious Emissary Hungry Land marker it would be better upgrade. Or maybe even change entirely how it works - maybe for something like that: 
    (1) Hail of Bullets (Sh 6:tome / TN: 13:tome / Rg: 12): Place 30mm Ht 0 Hail of Bullets Marker in LoS within 12" and not in base contact with any other model or Marker. Once per turn, whenever enemy starts an activation or ends an action within 3" of the marker, it suffers 2/3/4 damage flip. Enemy models within 3" of marker may not perform :ranged or Charge actions. Remove this marker whenever this model ends an action  more than 12" to this marker, takes this action again or is removed from play.
                           :ram"That Should Hold 'em, Take A Breath.": After succeeding, discard this Upgrade to heal 2 damage on target model within 4"
  • Also, "The Valuables, Please." trigger from Hail of Bullets could be changed that Parker would remove enemy scheme marker within 3" of the target instead of placing it.
  • Human Shield upgrade - this upgrade also needs some help - maybe change both abilities to:
    Sorry, Friend - Whenever this model is targeted by non-:melee attack action, it may discard a card. If it does, target friendly model within :aura3 suffer the effects of the Action instead as if it had been the target, including any Triggers. 
    "Human Shield" - Models don't flip a card for this model when shooting into an engagement.
  • Coordinated Heist - Scout the Field for other models is fine. I like the idea behind "You were told to Duck..", even if it doesn't work in 9/10 games. However, I think that this upgrade, like almost any that Parker has, requires a buff. Maybe something like this:
    This model gains following trigger to its Six-Shooters Action:
    :mask Changing Plans: After succeeding against enemy model, this model may discard Coordinated Heist upgrade attached to itself. if it does, this model performs (0) Action. This trigger may be declared only once per turn.

Mad Dog

  • I like this model a lot, unfortunately both Rusty Alyce and McTavish are better than him at shooting enemies. I suggest to give him  either Spreadshot trigger (like Black Blood Scion has), or trigger that's not built-in to increase damage caused to any model hit (both target and models covered by blast) by fixed amount and give him either :crow or :mask on his cigar.

Aionus

  • Like with Mad Dog - i really like this model and idea behind it, but he is simply overcosted for what he does - reducing his cost down to 10 stones would be great. This or increase his damage track to 3/4/6.

Bandito

  • Remove discarding a card requirement when performing Run and Gun.

Wokou Raider

  •  give them :ram on their sword action.

    This model gains following trigger to its Six-Shooters Action:
    :mask Changing Plans: After succeeding against enemy model, this model may discard Coordinated Heist upgrade attached to itself. if it does, this model performs (0) Action. This trigger may be declared only once per turn.

Mad Dog

  • I like this model a lot, unfortunately both Rusty Alyce and McTavish are better than him at shooting enemies. I suggest to give him  either Spreadshot trigger (like Black Blood Scion has), or trigger that's not built-in to increase damage caused to any model hit (both target and models covered by blast) by fixed amount and give him either :crow or :mask on his cigar.

Aionus

  • Like with Mad Dog - i really like this model and idea behind it, but he is simply overcosted for what he does - reducing his cost down to 10 stones would be great. This or increase his damage track to 3/4/6.

Bandito

  • Remove discarding a card requirement when performing Run and Gun.

Wokou Raider

  •  give them :ram on their sword action.

 

What do you think about these suggestions? 

love em but think its important to allow taelor to ignore terrain and models when charging.

A lot of these changes would open the models up to a lot of abuse in certain lists. For example, the strong arm specialist in a Jack crew can be very powerful as is. My opponents already HATE Lady Leiga if you made her harder to kill she'd be too good.

I do agree that freikorpsmen have fallen behind the curve and could use a little something.

I've never had issue getting her where I need her. She's def 6 and incorporeal. Just hide her behind a larger base (guilty, jaakuna, Montressor) on her approach and take a defensive stance each turn.  Jack can push her for 3, and Obey her for another walk, and I think she's walk 6? So that is still 12" of movement, and since she's incorporeal your own models don't get in her way.  Once she is where I need her I just spend both ap on defensive +2, her whole schtick is the no cheat aura so there really isn't anything you need her to do except survive and be annoying.

From my experience, 3 Wd really is her problem - models with cast actions just destroy her, same as damage from tactical actions. Models with ranged weapons also have no problem with killing her. Plus she is 4 SS totem that has very poor attack options and her main job is to stand in the middle of enemy crew and disable cheating. She has only 1":melee with ML 3, so it's hard for her to keep enemies in her aura. I never had any luck with her, but again, my meta is filled with Levi's, Wong's, Sonnia's, and few other masters that can ignore Incorporeal very easy (or use lots of CA actions) so maybe it's difference between metas. Even increasing her WD stat by 1-2 would massively help her in doing her job.

In case of Specialist - He is nice model on paper - ranged attack with blasts that ignore cover. However, to get these blasts, you usually must focus and shoot with second AP, which means that he has to be on the right spot turn before. Of course, masters like Hamelin or Jack have ways of moving him, but still his movement isn't the best, and taking Scramble makes him 10 Soulstone model that doesn't hit very hard. For the same cost, Outcasts can take Lazarus as more reliable model with blast attack. And when Specialist becomes engaged, his only defense is knife with low damage track, so that's why I thought about giving him option for disengaging.

Lady L's aura is so powerful that it has to have bad match ups. If you balance her so that she works well vs Levy, Sonia and Wong she would be bonkers good. 

Void wretches are also a 4ss incorporeal model, Lady's survivability seems on par to a void wretch.  
The test for me is that, if I could take Lady L with other masters I would take her over most other outcast totems.

As I said above, in my local meta players have many ways of dealing with incorporeal models, that's why I have bad experience with Lady Ligeia. I'm glad that you posted your own experience with her, as different opinions can help dev team with January errata :)

Alot of good ideas I like alot. May have to playtest a few. Ugh when you look at it all together it almost cries out for an new edition. :(

Alot of these small tweaks wouldn't necessarily break any model but would make them much more compelling to bring. I often find myself with the same list because some models are the best options for their cost without any competition.
