Jury's An Honest Trial

 Does Jury's Honest Trial aura allow you to add a mask to actions that need a mask meet their TN, or just to add a mask to enable a trigger? For example, can Perdita use the aura to discarda a card ro add an mask to her total when trying to use Obey? Is "when declaring triggers" a conditional statement or a timing statement?

Hm... Befor I thought that only for triggers. But I checked rulebook, page 25

 So, first you adds a mask to duel total, and only then determine who have won.

So yes, you can use this ability to pass obey's TN.

Note that triggers have to be declared before determining success because of those (relatively rare) triggers that modify a model's duel total.  So the order (declare triggers, then determine success) that makes this work isn't an accident.
