Dead outlaw's Curse of the covetus

Question

When a dead outlaw successfully uses curse of the covetus is the affected model still able to take disengaging strikes? If they are unable to take disengaging strikes does is still count as being engaged? (for stuff like removing scheme conditions, shooting or placing scheme markers)

(1) Curse of the Covetous (Ca 6 / Rst: Wp / Rg: 6): Target model gains the
following Condition until the end of the game: "Curse of the Covetous: This model
may only take Walk and Interact Actions. End this Condition when this model places
a Scheme Marker. This model may choose to suffer 3 damage at the start of its
Activation to end this Condition."

To resolve a disengaging strike, the enemy models
that are engaged with the moving model may choose
to take a free Attack Action with any one Close (y)
Attack which the disengaging model is within range
of. Page 44

So, yes cant take disengaging strikes. 
But engagement goes both ways. When you are in range of their attack action or they'r in urs... even if they/you cant take it.

You  are still engaged but he can't disengaging strike you.

Izamu will probably take the 3 damage when he activates, and use his armour to reduce it to 1, so it will only stop him until he activates. Still can be useful, but less so
