Echoes of the Void + Temporal Shift

Joss has not activated this Turn. Tara unburies Joss and then gives him Fast.

1. Does Joss' Activation under control of the Tara player generate 3 AP?
2. Does Joss' Activation under control of the Arcanist player generate 3 AP?

The relevant rules are:

This model controls the target during this Activation. This Activation does not count as the target's Activation this Turn, but does count as a Chain Activation for this model's Crew.

I am tripping over the "does not count" part. Does not count for what? Number of activations per turn? Or something else?

Doesn't count toward the model's regular activation. So Joss would get 3 AP during the Echoes of the Void activation, lose Fast, then would be able to activate with his regular 2 AP.

Does not count as the models activation means that  Joss can still activate later, (and potentially re-activate). It is activating after Tara, so it will generate the extra AP from fast, and lose the fast condition.
