How do you beat Shenlong?

There's no specific faction mentioned for this right?

My general advice would be to not bother with killing Shenlong and feeding him chaff/ a model he can't handle very well. I think someone pointed that out already. Models that slow or paralyze him are also nice, especially if their attack stat is at leat 6 so they can push an attack through with a 13. Performers spring to mind.

If you do go for killing the enemy master it's usually because you are going for assassinate/neutralize the commander. I'm not fond of those schemes since masters are really tough to take down but you should generally be prepared to invest every AP for the first 3-4 turns of about 25ss worth of models. With that sort of investment you should stand a decent chance (unless your enemy is smart enough to just push Shenlong away when he's at low wounds and go do schemes somewhere out of LoS).

Regarding HtW it's actually designed to help against models with :+fate to damage since it will get them back down to a negative flip while the difference between :-fate and :-fate :-fate that normal models targeting htw get isn't as big a deal.

A model like the peacekeeper that has htw and armour +2 will hold up quite well against Shenlong (especially when you heal it with Ryle). Shenlong will not love the flurries coming back his way, especially if you are doing a McCabe list so that the peacekeeper is on :+fate to melee from promises.

Ressers have the hanged who do halv wounds and prevent the model from healing for the rest of the game. They also target WP so they can easily take Shen down a notch even if he stacks defensive. Rotten belles can also lure Shenlong or Yu far to the side of the table and more or less neutralize one of them. Ressers also have the aura that prevents SS use, now he can get all the stones he wants from those peasants but Shenlong will not be able to SS-prevent or heal because of your beater + a hanged. 

Guild have the dampening field that can prevent heals for one turn which should let you go to town with your beaters. 

Using Sonnia should male your opponent not too keen on using the burning buff. Play her extremely passively hiding out behind a house so Shenlong has to work to get to her and spam witchlings to set stuff on fire. Sonnia herself should rarely target a SS-user since they can shut her blasts down. What she does is clear the table of smaller enemy models, since TT aren't big on armour but have a lot of wp 6 she should be enjoying herself.
