Hello, we played a tournament this weekend with a group of players who are not the usual, in another city. It has emerged one doubt that both of us have clear :1_Exhausted_Puppet:.
We think that if a model within the fog, 3 inches or less from the edge, shoots to a target out of it, has no penalty to shoot, because the penalties will occur if the target is in cover, without naming for nothing the attacker.
The referee of the tournament, said that if you were more than an inch from the edge of the fog, but less than 3", you could shoot to a target out of it, but with a penalty because the line of sight passes through an area with the obscuring trait.
Who is wrong?
Thanks.
